One of the most pressing issues facing ZESCO is the non-cost-reflective nature of current electricity tariffs. For years, tariffs have been kept artificially low due to socio-political pressures. This pricing strategy has resulted in substantial revenue shortfalls, preventing ZESCO from investing adequately in infrastructure maintenance and upgrades. Aligning electricity tariffs with the actual cost of production and distribution ensures that ZESCO can generate sufficient revenue to cover its operational and capital expenses.

As ZESCO prepares to start implementing the planned increased load-shedding schedule next month, the power utility firm has provided updates on several key power projects aimed at alleviating the country’s electricity deficit.

During the Energy Forum for Africa in Lusaka, ZESCO Chief Engineer (Research), Kabwe Mulenga, detailed the progress of initiatives including the 789 megawatts (MW) Luapula hydropower project, the 244MW Kalungwishi River hydropower project and the upgrade of the Chishimba hydropower project.

For the Luapula hydropower project, Mulenga noted that the Multilateral Cooperation Centre for Development Finance (MCDF) had committed US$4.2 million for feasibility and Social Impact Assessment (ESIA) studies through the African Development Bank.

However, there remained a funding gap of US$1.9 million for the ESIA and feasibility studies, with an additional US$2 million needed for structuring and transaction support.

The project, located on the Luapula River, aims to develop hydropower plants and transmission lines at three sites, with a total installed capacity of 789 MW and an estimated annual generation of 3,878 GWh.

Mulenga also provided updates on the Chishimba hydropower project, which currently has an installed capacity of six megawatts but operates at three megawatts due to outdated equipment.

In West Africa, Ghana faced significant electricity supply challenges, similar to those Zambia is currently experiencing. Ghana''s solution involved implementing demand response programmes that incentivised consumers to reduce their electricity usage during peak times. These initiatives helped to stabilise the grid and reduce peak load significantly. A 2021 study by Diawuo and colleagues highlighted that Ghana''s demand response initiatives could reduce peak load by up to 210MW by 2040, providing a positive return on investment.

For Zambia, adopting similar demand response programmes could involve consumer education and the implementation of smart metres that enable variable pricing. This approach can shift energy consumption patterns, reduce peak demand, and promote energy conservation. Energy experts posit that the key is to tailor these programmes to the local context, ensuring they are accessible and beneficial to all income groups.

In practice, this could mean launching pilot projects in urban areas like the Copperbelt or Lusaka where energy demand is highest, providing incentives for households to participate in demand response programmes. For instance, households could be offered reduced tariffs during off-peak hours, encouraging them to shift energy-intensive activities to these times. Moreover, implementing smart metres would provide ZESCO with real-time data on consumption patterns, enabling more effective load management.
