As part of the process to the review the energy legislations and regulations, the Seychelles Energy Commission organised a workshop with relevant stakeholders yesterday.
The Seychelles Energy Commission (Sec) had an introductory meeting with the consultants and relevant stakeholders as a first step, followed by a virtual workshop in March 2022. This workshop provided a more detailed presentation of the two legislations and four regulations. The two legislations are the Electricity bill and the Regulatory Bill and the four regulations are the Licence Regulations; Distributed Energy Regulations; Independent Power Producer Procurement Regulations; and Tariff Regulations.
The Bills and regulations have been reviewed by stakeholders and the workshop provided them with another opportunity to ask questions and provide further inputs before the documents are finalised. It will also be a way to learn more about the changes that will occur in the electricity sector.
The workshop was opened by Seychelles Energy Commission chief executive Tony Imaduwa and more than 20 people from different sectors attended the whole day meeting.
The Transmission and Distribution section has the responsibility of ensuring that electric power is supplied in a safe and reliable manner to meet the needs of different consumer sectors.
The Planning and Design Section is responsible for ensuring that all Service Connection Enquiries (SCE) proposals are technically feasible, cost-effective and that all electrical installations meet the BS 7671 required standard. This section also processes various forms of Planning applications including new development projects, removal of right of way, subdivision of land, water pipelines etc…
The Electricity Production Section has the responsibility of ensuring that electricity generated meets the ever-growing electricity demand of the country which is estimated at 4 to 5 % increase annually.
The Roche Caiman power station will soon increase it generation capacity by an additional 18MW through the installation of two new 8MW generator sets. This expansion project, valued at 21.8 million euros, was initiated following a contract agreement signed in October 2023, between PUC and the International Montage Maintenance (IMM), an independent EPC contractor specializing in thermal power generation plants, based in Belgium. This project is being facilitated through a loan financed by Nouvobanq.
The agreement with IMM was finalized following an international tender process aimed at acquiring the necessary generator sets for the expansion. The scope of the project encompasses various elements, including civil works for extending the Roche Caiman power plant’s infrastructure, as well as the supply and installation of the two new 8MW generator sets along with their auxiliary systems.
The project’s kick-off meeting took place on November 13th, at PUC’s headquarters in Roche Caiman. The project is expected to be completed by July 2025.
