Activities under the new Regional Emergency Solar Power Intervention Project (RESPITE), a US$311 million regional project for which the World Bank supports, have started in Freetown, Sierra Leone.
The project aims to accelerate access to renewables in four countries located in West Africa – Chad, Liberia, Sierra Leone and Togo – with the installation of 106MW of solar PV power, battery and storage systems across the four countries.
The region has one of the lowest electrification rates along with high electricity costs in Sub-Saharan Africa due to rising oil prices, according to the World Bank.
RESPITE aims to accelerate the increase of grid-connected renewable energy capacity and strengthen the regional integration of the participating countries, by supporting electricity distribution and transmission interventions between the four West African countries.
"This regional intervention is much needed in the short term. Today, our countries are taking a bold step in the right direction. RESPITE is the beginning of a revolution in energy supply and access," said Julius Maada Bio, president of Sierra Leone.
Ivory Coast, a country also located in West Africa, recently closed a deal with renewable energy company AMEA Power for the construction of the first solar independent power project in the country, which will have 50MW of capacity.
Moreover, earlier this year a new initiative, the Africa Renewable Energy Manufacturing Initiative, was launched with the aim to scale up renewable energy manufacturing capabilities in Africa, while unlocking US$850 million in investments.
The Liberian government has signed a memorandum of understanding (MoU) with multinational renewable energy company Gigawatt Global for the financing of a 10MW solar PV plant in Monrovia in West Africa.
Foreign Affairs Minister Marjon Kamara signed on behalf of the Liberian government, while Remy Reinstein, the new projects coordinator, signed on behalf of Gigawatt Global. The signing took place at the Permanent Mission of Liberia to the UN in New York last Friday.
According to reports, Reinstein indicated that the company has designs to install an additional 30MW in other parts of Liberia, aside from the 10MW plant in Monrovia.
The MoU states that Gigawatt Global will provide the Liberia Electricity Company (LEC) with a roadmap that details the process necessary for the construction of the 10MW plant. The government is to analyse any reports and studies submitted by the developer for approval within 30 days, as well as assisting in locating land sites for the facility.
In similar news, Italian oil and gas major Eni has partnered with government-owned hydrocarbon company Sonatrach for a 10MW PV plant in the Bir Rebaa North (BRN) field.
The project is a step of the strategic cooperation agreement on renewables in Algeria that Eni's CEO, Claudio Descalzi, and Sonatrach’s CEO, Amine Mazouzi, discussed this summer, and is reportedly just one of the initiatives that the two companies plan to develop in the near future.
“Today Eni is the first oil & gas company to reach a strategic agreement in the field of solar energy in Algeria, a country with an important potential,” said Descalzi, in a statement.

Liberia''s president has signed an agreement with Israel''s Energiya Global allowing the Israeli company to finance and build a 10 MW solar PV plant at Roberts International Airport, which is located about 56 km outside of Liberia''s capital city Monrovia.
"We are proud to be involved in the creation of cutting-edge, clean energy for Liberia," said Remy Reinstein, Energiya Global''s country director. "We are honored to have the seal of approval from president Johnson Sirleaf of Liberia and prime minister Netanyahu of Israel, whose initiatives have made the sustainable development of Liberia possible."
Upon completion, the 10 MW plant will supply 25% of the country''s generation capacity. This might sound a very high percentage, however Liberia is an extreme case.
Power infrastructure was entirely destroyed due to the civil war, which ended in 2003. Therefore, the country needs to rebuild its power system from scratch. Speaking at last year''s Africa Energy Forum in London, Liberia''s minister of lands, mines and energy Patrick Sendolo said the ministry is seeking $1 billion of international funding to invest in the country''s power sector in the next 4 to 5 years, and the priority is to develop the grid and build substations. Energiya Global said its investment in Liberia for the 10 MW plant will reach $20 million.
