The largest solar panel park in Latvia will be built in the territory of the Port of Riga in Spilve meadows with a nominal capacity of at least 100MW and a planned electricity generation of at least 100,000MWh per year, which corresponds to the annual electricity consumption of an average large Latvian city. It is the first step in the implementation of an ambitious Spilve industrial park project.
The developer of the solar panel park will be selected in an international competition launched by the Freeport of Riga Authority. The territory of 176ha is planned for the development of the solar park, which provides the potential for the creation of a park of at least 100MW. In the selection of applicants, several parameters are to be evaluated - the land rent, as well as the green energy that the producer will transfer to the port for the implementation of its core business.
“It should be noted that the “green” component, i.e. compliance with the European climate neutrality goals, energy efficiency requirements and the availability of renewable energy resources, is one of the essential prerequisites for attracting international funding, such as the support of the European Investment Bank, providing opportunities for other investors to develop their business projects at the port," emphasized V. Zeps.

Darba uzdevumā ir paredzēta saules paneļu uzstādīšana un pieslēguma izveidošana pie 110 kV līnijas, kā arī augstsprieguma un vidēja sprieguma apakšstacijas izbūve topošā Rīgas brīvostas Spilves industriālā parka teritorijā.

SNG Solar uzvarēja Rīgas brīvostas pārvaldes rīkotajā izsolē par zemes nomas tiesībām un maija sākumā Rīgas brīvostas valde lēma par līguma slēgšanu ar Lietuvas uzņēmumu. Kopējās provizoriski paredzamās investīcijas parka izveidē varētu būt no 60 līdz 80 miljoniem EUR.

Noslēgtā līguma nosacījumi paredz, ka zemes nomas maksa sastāv no divām komponentēm, kur viena ir nosolītā summa EUR un otra – nosolītā summa elektroenerģijas piegādei attiecīgajā elektroenerģijas ražošanas periodā. Saskaņā ar izsoles rezultātu, līgumā noteiktā gada nomas maksa veido 233 251 EUR un Rīgas brīvostas pārvaldei nododamais elektroenerģijas apjoms būs 2,5% no kopējās saražotās zaļās enerģijas, kas tālāk tiks izmantota ostas infrastruktūras uzturēšanai un ostas operāciju nodrošināšanai.
According to the auction Regulations, the rent fee shall consist of two components - the annual rent component, expressed in euros, and the electricity component to be transferred to the Freeport of Riga Authority, expressed as a percentage of the total amount of electricity produced in the solar park.
“We are pleased that there was such fierce competition between the bidders during the auction, which exceeded our expectations, as a result we will get both a favorable (territory) rent fee and green energy for the port and port stevedores, thus promoting the competitiveness of both existing port entrepreneurs and new investors. Moreover, it will promote the inflow of multi-million investments in Riga, the production of renewable electricity and the progress towards achieving the goals of the Green Deal and energy independence”, emphasized V. Zeps.
The results of the auction will be considered at the next meeting of the Freeport of Riga Board, where it will be decided to conclude a land lease agreement with the company UAB „Saulės grąža“.
