Bangladesh Rural Electrification Board (BREB), one of the major state-owned entities in the energy sector in Bangladesh, is responsible for extending electricity distribution services to the rural areas of the country. The entity, through its 80 "Palli Bidyut Samities" (PBSs) (i.e., rural electricity clusters) organized under eight divisions, collectively serves more than 75 percent of the country''s electricity consumers. Out of 80 PBSs, Chattogram and Sylhet divisions have 19 PBSs that provide services to around 9.2 million consumers (including industrial and commercial users).
Environmental and Social Instruments: An Environmental and Social Impact Assessment (ESIA) including an Environmental and Social Management Plan (ESMP), a Resettlement Planning Framework (RPF) and an Indigenous Peoples Planning Framework (IPPF) are being finalized by BREB. A land audit is also being undertaken to identify the already purchased land for substations and develop measures to comply with AIIB''s ESP.
Monitoring and Supervision arrangements: The PMU will be fully responsible for monitoring the implementation of the project and is expected to prepare progress monitoring reports semi-annually based on agreed format highlighting progress on ESMP implementation, which will be shared with AIIB. During the project implementation, the Bank will carry out missions to monitor progress and may conduct additional field visits as required during the initial years.

DHAKA, June 29, 2022 – The government of Bangladesh and the World Bank today signed a $515 million financing agreement to help 9 million people get access to reliable electric supply while transitioning to clean energy.
TheElectricity Distribution Modernization Program will support the digitization and modernization of 25 rural electric cooperatives or Palli Bidyut Samitis in Dhaka and Mymensingh Division and reduce electricity system losses by over 2 percent. The program will increase Bangladesh Rural Electrification Board''s (BREB) delivery of electricity by 6,790 GWh while improving climate resilience of the electricity system.
"The government of Bangladesh has prioritized access to electricity in the last decade and now the entire population has access to electricity. The installed generation capacity increased five-fold to 25 GW in the same period,"saidDandan Chen, Acting World Bank Country Director for Bangladesh and Bhutan."Through this program, new and emerging technologies will further strengthen the efficiency and reliability of electric supply in the country to meet the need for faster economic growth."
Through the BREB, the program will support solar metering connections for over 100 customers, bringing 150 MW of new rooftop solar capacity onto the grid. It will improve and construct 31,000 km of distribution lines and deploy 200,000 advanced meters. In addition, the program will help strengthen Battery Energy Storage Systems (BESS) and distributed renewable energy through preparation of roadmaps for deployment. This will lead to an annual reduction of carbon emissions by 41,400 metric tons.
