Cape Verde consists of 10 volcanic islands in the Atlantic ocean and air travels are the major mode of travel between the islands. Thus, transport accounts for 40.8% of energy-related CO2 emissions as of 2010. A shift to a clean transport is needed. According to the Power Sector Master Plan 2018-2040, Cape Verde can reach by 2030 about 54% of electric energy production through renewable sources.

In 2018, the policy for electric mobility was approved with the objective of gradually replacing vehicles equipped with combustion engines (gasoline or diesel) by clean electric vehicles, eliminating greenhouse gases emissions until 2050. This policy will be supported by the NAMA Facility. 175 charging points will be installed and by the end of 2024, 5% of vehicles sold should be electric.

The NAMA Support Project Promotion of Electric Mobility in Cabo Verde, which is locally known by its Portuguese acronym ProMEC, was formally launched in a virtual meeting on 16 March 2021. During the launch, which was attended by approximately 60 stakeholders from the public and private sectors, the Minister of Industry, Commerce and Energy, Alexandre Monteiro stressed that the project will greatly contribute to the implementation of Cabo Verde''s Electric Mobility Policy and Action Plan adopted in February 2019.

The main activities of the project, which is being implemented jointly by Deutsche Gesellschaft für Internationale Zusammenarbeit(GIZ) andthe Ministry of Industry, Commerce and Energy (MICE), were introduced byLucius Mayer-Tasch (GIZ). They include a rebate programme for EVs and EV charging stations, support for the establishment of a basic public charging infrastructure, and electric bus demonstration projects.

During the launch of ProMEC, Mr. Monteiro and Mr. Evora also stressed that there are strong synergies between electric mobility and the energy transition. He revealed that the government intends to promote smart charging, as well as the use of EV batteries, for supporting the grid integration of higher shares of renewable energy using vehicle-to-grid (V2G) technology in the future. These aspects will also be addressed by the NSP (ProMEC).

Mr. Pedro Campo Llopis from the EU delegation in Cabo Verde, Ms. Hannah Steinfeldt representing the German Federal Ministry of the Environment, Nature Conservation and Nuclear Safety (BMU) and Ms. Charlotte Ojinnaka from the British Embassy in Senegal welcomed the launch of the project on behalf of the Donors of the NAMA Facility in their opening remarks.

The NAMA Support Project (NSP) "Promotion of Electric Mobility in Cabo Verde (ProMEC)" funded by the NAMA Facility, was present during the 2022 edition of the Cabo Verde International Trade Fair (FIC) organised by FIC S.A., which took place from 16 to 19 November 2022 in Mindelo, São Vicente island, Cabo Verde.

Since its inception, FIC’s flagship event held the format of an annual multi-sectoral trade fair, bringing together exhibitors from various markets and across sectors of economic activity in an environment that facilitates business-to-business relationships. Business, furthermore, can demonstrate their products and services to the public. Widely recognised as the most important business/commercial event held in the country, FIC intends to attract investment to Cabo Verde. The trade fair also aims to attract significant numbers of visitors, both residents and non-residents.

For this year''s event''s, the 25th so far, 150 organisations (public and private, national and international) took part, showcased through 200 stands which received approximately 10,000 visitors throughout the four days of the event.

While in São Vicente, the NSP also engaged in productive discussions with Transcor, the main urban public transport operator based in the island and one of two operators nationally that are part of the pilot electric buses project. Transcor reiterated their commitment towards the implementation of the project through its Chairman of the Board of Directors, Mr. Luís Gonzaga.

As FIC came to an end, ProMEC''s fruitful participation allowed it to increase the outreach of its activities and to consolidate its foundations. It is expected that the NSP will participate, in 2023, at the next edition of the trade fair, whose specific focus will be on renewable energy and energy efficiency, and will be organised by FIC, S.A. in partnership with the Ministry of Industry, Commerce and Energy. This will be another opportunity to showcase outputs of the NSP and possible synergy with other projects.

The NAMA Facility is a joint initiative of the German Federal Ministry for Economic Affairs and Climate Action (BMWK), UK Department for Energy Security & Net Zero (DESNZ), the Danish Ministry of Climate, Energy and Utilities (KEFM), the Danish Ministry of Foreign Affairs (MFA), the European Union and the Children''s Investment Fund Foundation (CIFF).

Lucius Mayer-Tasch from GIZ (which is implementing the project jointly with the Ministry of Industry Commerce and Energy), explained that the formal launch came nine months after the start of ProMEC in June 2020. He introduced the main project activities which include, among others, a rebate programme for EVs and EV charging stations, support for the establishment of a basic public charging infrastructure and electric bus demonstration projects. 

During the launch of ProMEC Mr. Monteiro and Mr. Evora also stressed that there are strong synergies between electric mobility and the energy transition and revealed that the government intends to promote smart charging as well as the use EV of batteries for supporting the grid integration of higher shares of renewable energy using vehicle-to-grid (V2G) technology in the future. These aspects will also be addressed by ProMEC.
