Key players from both the public and private sectors convened at the country’s inaugural conference on green mobility in El Salvador, addressing challenges and opportunities in this domain.

A platform for dialogue, sharing experiences, investment opportunities, and business prospects surrounding electric mobility unfolded in San Salvador during the first Electric Mobility Congress, spearheaded by the Electric Mobility Association of El Salvador (Asomoves).

Beatriz Navas, Executive Director of Asomoves, elucidated that discussions delved into the nation’s legislative landscape alongside the supply and demand dynamics crucial for the optimal development of ecological mobility.

«Our expectation is the dissemination of knowledge, showcasing the offerings available in the country and the direction we’re heading towards. Additionally, learning from the experiences of neighboring countries like Guatemala, Costa Rica, and Colombia,» Navas added.

Furthermore, she emphasized that the event served as a catalyst for expanding the array of electric vehicles and accessories. «We anticipate an increase in offerings; we are introducing companies from Costa Rica and Guatemala to El Salvador, presenting chargers and vehicles,» she pointed out.

In parallel, Daniel Álvarez, the Director-General of the Directorate General of Energy, Hydrocarbons, and Mines (DGEHM), asserted the Central Government’s support for initiatives aimed at enhancing the quality of life for Salvadorans.

«From the DGEHM, we are committed to initiatives ensuring sustainability for all Salvadorans by supporting the introduction of electric mobility as a means to guarantee quality of life and fulfill our environmental commitments. We will continue walking alongside all productive sectors towards a future brimming with opportunities and development for the country,» Álvarez emphasized.

The congress, titled «Discover the Environmental, Economic, and Health Benefits Offered by Electric Mobility,» also featured an exhibition by companies and related entities endorsing such initiatives, along with a fair showcasing electric vehicles and two or three-wheeled equipment, fostering business opportunities.

The initiative garnered support from the Latin American Association of Electric Mobility, governmental bodies such as DGEHM and the Ministry of Environment, as well as collaborators including the Central American Bank for Economic Integration (BCIE), Inter-American Development Bank (IDB), the European Union (EU), Government of Germany, and the United Nations Development Programme (UNDP).

Con 74 votos, los diputados reformaron la Ley de Fomento e Incentivos para la Importación y Uso de Medios de Transporte Eléctricos e Híbridos, con el propósito de que la población tenga acceso a este tipo de vehículos, amigables con el medio ambiente y que generarán beneficio a la salud de los salvadoreños.

Hasta ahora, la normativa no ha cumplido con el fin de promover el uso de este transporte, por el contrario, ha perpetuado el monopolio que pocas empresas generadoras de energía han tenido para establecer estaciones de carga.

Con las enmiendas se busca facilitar la importación de los vehículos –incluidas las bicicletas con motor- y los insumos necesarios para instalar estaciones de carga, acabando así con el negocio que por años se concentró en pocas manos, con la complicidad de asambleas anteriores.

"En El Salvador la realidad nos demuestra que no ha habido incentivos para promover una política para importar ágilmente transporte eléctrico, lo que ha habido es un monopolio que no ha permitido que la población pueda traer al país estos transportes amigables con el medio ambiente", señaló el diputado de Nuevas Ideas, José Urbina.

"Esta reforma nace dentro de la Comisión de Obras Públicas buscando uno de los ejes que hemos establecido, que es la modernización del sector transporte. Busca promover el uso de vehículos eléctricos, nuevos y usados, para mejorar la calidad del medio ambiente y dejar de usar métodos manejados por falta de voluntad de modernizar el sector", manifestó el parlamentario.

Las reformas promueven beneficios fiscales para aquellas personas, naturales y jurídicas, interesadas en importar este tipo de vehículos. Así, se establece un derecho arancelario a la importación del 0% para vehículos y estaciones de carga.

Queda exenta en un 100% del Impuesto a la Transferencia de Bienes Muebles y Servicios (IVA) la importación de automotores eléctricos e híbridos nuevos, mientras que a los usados se les descontará un 25% de este impuesto.

El diputado de la bancada cyan, Saúl Mancía, opinó que al promover el uso de estos medios de transporte se incide en un ahorro para los salvadoreños al hacer que los automotores no dependan de la fluctuación de los precios de los combustibles en el mercado internacional.
