Partial operational acceptance certificate issued January 2022 and contractor rectified defects. Commissioned October 2022 and contract financially closed November 2022.
Package TREP-02 Achieved. A contract for the construction of load shifting BESS awarded November 2019. Commissioning delayed due to COVID-19 pandemic restrictions. Physical completion December 2021. Partial operational acceptance certificate issued July 2022 and contractor rectified defects. Contract financially closed May 2023.
Package TREP-13 Ongoing: Lot 1 - Contract signed October 2022/delays faced as contractor needed to wait for TPL to complete installing diesel controllers/works to be completed by July 2024. Lot 2 - Contract signed August 2022/works completed December 2023.
2. Package TREP-03 Lot 1 Achieved. Contract awarded April 2020 and completion expected June 2021. Delays faced due to COVID-19 pandemic travel restrictions and HTHH volcanic eruption. Practical completion December 2021 and partial operational acceptance certificate issued December 2022 for Vavau and March 2023 for Eua. Eua and Vavau commissioned March 2023. Contractor rectified minor defects by December 2023.
3. TREP-12 Ongoing: ADB NOL to rebid issued February 2023, as bids were non-responsive in meeting BDs requirements. Re-bid with revised qualification to enhance the competition of bidding process and IFB issued March 2023 and bids closed May 2023. ADB NOL and contract signed June 2023. Target completion Q3 2024.
3. TREP-03 Lot 2 Ongoing: Contract for 4 Haapai outer islands and Niuafoou awarded March 2020 and expected completion December 2021. Delays faced due to COVID-19 pandemic travel restrictions. Contractor did not mobilize until May 2023, after compensation for cost escalations resulting from delays associated with COVID-19 pandemic were approved in April 2023. All works are expected to be completed Q3 2024.
4. Recruitment of CSC firm and 3 PMU individual consultants completed and contracts ongoing. TPL issued RFPs November 2022 and bidding closed February 2023. Evaluation completed and negotiations with 1st ranked bidder commenced May 2023. TPL arranged for an independent review of the draft PP Agreement and as of Apr24 are awaiting Board approval to sign the contract with the winning bidder.
