The Serbian government adopted today the Regulation on the conditions and method of implementing the subsidised purchase of new vehicles which have solely electric drive, for which RSD 170 million have been allocated.

Physical persons and legal entities, as well as sole proprietors, have the right to subsidised purchase of electric cars, and applications must be submitted to the Ministry of Environmental Protection by 31 October of this year.

The subsidies for the purchase of an electric moped or a light tricycle amount to €250 in dinar equivalent, of electric motorcycle, a motorcycle with a side seat, a heavy tricycle, a light and heavy quadricycle amount to €500, while the largest amount is provided for electric passenger vehicles with a maximum of nine seats and electric cargo vehicles with a maximum permissible mass of up to 3.5 tons and it stands at €5,000 in dinar equivalent.

The Serbian government determined the amount of funds in 2024 for exercising the right to funds for construction, participation in the purchase, i.e. the purchase of a family residential building or apartment based on the birth of a child, in the total amount of RSD 1,500,000,000.

Government members adopted an amended Conclusion on consent to pay animal owners funds for dead and killed animals in order to diagnose African swine fever and to suppress and prevent the spread of this infectious disease, for which RSD 88,785,899 were provided.

The Regulation on the declaration of the Mali Bosut Nature Park was adopted, which will ensure the preservation of the original flow of the Bosut River in its entirety in this special nature reserve, whose watercourse, along with the coastal zone, represents an ecological corridor of international importance.

Also, water, swamp, coastal and forest habitats are habitats for 131 taxa of higher plants, 26 species of mammals, 27 species of invertebrates, 11 species of amphibians, nine species of reptiles, 118 species of birds, 62 species of plants and 16 species of fish.

By adopting the Regulation, the total area under protection is increased and brought closer to the envisaged percentage of nine percent of the territory of the Republic of Serbia.

At today''s session, the government of the Republic of Serbia adopted the Decree on the conditions and method of implementing the subsidised purchase of new vehicles that have an exclusively electric drive, as well as vehicles that, in addition to the internal combustion engine, also run on an electric drive (hybrid drive).

Legal and natural persons, as well as entrepreneurs, have the right to subsidised purchase of such vehicles, and the request for purchase can be submitted no later than 31 October 2023. The purchase of passenger and cargo vehicles will be subsidized in the amount of €2,500 to €5,000.

The government of Serbia also adopted the Decree on the conditions and the way to exercise the right to financial resources for construction, participation in the purchase, that is, the purchase of a family-residential building or apartment based on the birth of a child.

At the session, the Decree was adopted on determining the program for encouraging regional and local development in 2023, which includes support for regional and local development and the connection of all subjects of regional development at the national, regional and local level.

Members of the Government adopted the Bill Amending the Law on Culture, which implies that instead of ten years, the Strategy for the Development of Culture will be adopted for a period of five years, because in this way it is possible to determine the direction of the development of Serbia''s culture in order to make it more sustainable and systemic. more grounded than was the case with the adoption of this act for a period of ten years.

Also, the amendment stipulates that the Endowment of the Holy Monastery of Hilandar enjoys special care, bearing in mind the importance that the Holy Monastery of Hilandar and the Endowment have for the culture, history and tradition of the Serbian people.

At the session, the Decision on additional awarding of recognition for outstanding contribution to national culture, i.e., the culture of national minorities, was adopted. Actors Aleksandar Bercek and Slavko Stimac, writer and literary translator Darko Tanaskovic and cultural expert and publicist Aleksandra Ninkovic Tasic received additional recognition.

Research by the European Association of Automobile Manufacturers showed that the number of electric vehicles in a country mostly depends on the average net income of the population, so the question arises whether subsidies are sufficient to motivate citizens to buy electric cars and whether this purchase is profitable in Serbia.

Manufacturers suggest that one can think about different facilities. This year, Porsche delivered a total of 61 electric cars from the ID family to the market of Serbia and Montenegro, which is a little more than five percent of the company''s sales.

"In my opinion, the subsidies are not so well distributed because the state continues to subsidize hybrid-powered vehicles, which is already in the past," Slobodan Pešić told Euronews Serbia.

"The interest is good, but we cannot say that these are large quantities and worthy of praise – about fifteen vehicles," Toyota Serbia PR Aleksandar Andrić told Euronews Serbia.

When talking about other types of incentives, the example of Albania is often cited, which completely exempted buyers of electric vehicles from taxes. This led to the fact that the sale of electric vehicles in that country jumped to 20 percent of total sales, while in Serbia that percentage is below one percent.

On the other hand, companies in Slovenia are exempt from paying taxes, as is the case in Albania and Norway, where 90 percent of the total sales are purely electric cars, and the Norwegians are currently leading in Europe.

The prices of electric cars in Serbia are still high. There are no smaller and cheaper models and there is a lack of infrastructure, so the question arises, what is necessary to drive more electric cars in Serbia?
